How to become a Nandini distributor
KMF, which sells Nandini, has an official online form for anyone who wants to sell Nandini products, and says plainly: “There is no fee to apply.”1 Outside Karnataka it also appoints distributors by Expression of Interest, most recently for ice cream in six states in September 2026.3 Here is how the network is built, how to apply, and what KMF makes a dealer sign.

Nandini is the brand of the Karnataka Co-operative Milk Producers’ Federation (KMF), Bengaluru. Over 2 million milk producers in over 16,149 village dairy co-operative societies work under 16 district co-operative milk unions.2 KMF procures 113 lakh litres of milk a day on average.3
- Two possible teams. KMF’s dealership page: “If you would like to sell Nandini products, tell us about yourself and your location, and the marketing team of KMF or your district milk union will contact you.”1
- Four different roles on one form: Nandini parlour (retail outlet), Milk & curd agency (home delivery), Distributor / stockist (products), and Franchise outlet (sweets, ice cream, café).1 This guide is about the distributor / stockist role.
- The union sells milk locally; KMF sells the rest. The Bengaluru union (BAMUL) sells liquid milk through retailers, franchised outlets and its own parlours on 363 distribution routes; outside its local market, KMF buys the union’s products and markets them as Nandini, ICRA wrote in October 2024.8 ICRA’s 2021 report put BAMUL’s network at about 1,960 retailers, 81 franchised outlets and 47 own parlours.9
- Other states by Expression of Interest. In September 2026 KMF invited distributors and wholesale dealers for Nandini Ice Cream in Tamil Nadu, Kerala, Andhra Pradesh, Telangana, Goa and Maharashtra.3
- North India through distributors. KMF met its North India distributors to strengthen the network, and Nandini milk was in Uttar Pradesh, Uttarakhand, Rajasthan and Delhi with Haryana next; the milk is co-packed at Sasni (Hathras, UP) and the Haryana federation’s Rohtak plant, PTI reported in March 2025.10

What the September 2026 ice-cream EOI asked for
- Papers: PAN, GST registration (GST TIN), FSSAI number, firm registration, bank account details and a passport photo, plus the companies you deal in now, the year each appointed you, turnover, areas and outlets.3
- Set-up: ice-cream storage capacity in litres; delivery vehicle, insulated or refrigerated, and its capacity; office staff and field sales representatives.3
- Money and volume: your “Ability to invest funds for stocking and distribution of Nandini Ice-cream”, and your expected monthly purchase in litres and in rupees.3
What you need before you apply
No company in this series publishes a full document list. These are the registrations the law itself asks of a distributor, from the government’s own pages:
| Registration | When you need it | Where |
|---|---|---|
| GST | Once your turnover crosses ₹40 lakh (₹20 lakh in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Sikkim, Telangana, Tripura and Uttarakhand), or at once if you sell to another state. Without it you “can neither collect tax from [your] customers nor claim any input tax credit”, so a distributor supplying GST-registered shops registers. (GST Council) | gst.gov.in |
| FSSAI | For any food. From 1 April 2026: Registration up to ₹1.5 crore turnover, State licence ₹1.5–50 crore, Central licence above ₹50 crore. (FSSAI order, 13 Mar 2026) | foscos. |
| E-way bill | For each consignment over ₹50,000 moved by motor vehicle. Van sales to shops go on a delivery challan. (CBIC, e-way bill FAQ) | ewaybillgst. |
| E-invoice | Once your turnover crosses ₹5 crore, for bills to GST-registered shops. (CBIC Notification 10/2023) | Your billing software, through the GST e-invoice portal |
| Shop & Establishment | Set by each state. Example: Maharashtra registers places with 10 or more workers (Form A) and takes an intimation from smaller ones (Form F), with no fee. | Your state’s labour department |
| Udyam (MSME) | Optional and free. For traders its benefit is limited to priority-sector bank loans. (Ministry of MSME) | udyamregistration. |
FSSAI rules a distributor must follow
- Buy and sell food only from and to FSSAI licensed or registered businesses, and keep the records. (FSSAI licence conditions)
- Give a warranty in Form E on your bill or cash memo when you sell food to a shop.
- Licences and registrations issued from 1 April 2026 do not expire; the fee is still yearly, and you may pay several years at once. (FSSAI FAQ, 27 Mar 2026)
- On the application, tick every kind of business that applies: Distributor/
Supplier, Wholesale Trade, Storage/ Warehouse/ Cold Storage. - Fees: the last published table is ₹100 a year for registration and ₹2,000 for a State licence for traders. FSSAI said in March 2026 that fees were reduced, so check the amount on FoSCoS when you apply.
What KMF has said about money
- No fee to apply. “There is no fee to apply.”1
- Deposit. KMF lists a deposit among the requirements it explains after review, but publishes no amount.1
- Investment. The bands on the form (under ₹2 lakh up to above ₹10 lakh) ask what you plan to invest; KMF does not say any band is required.1 The ice-cream EOI asked how much you can invest in stock and how much you expect to buy each month.3
- Prices. An ice-cream wholesale dealer undertakes to sell “at prices prescribed by KMF from time to time”.3
- C&F earnest money (₹1,10,000 to ₹5,00,000 per depot) is for the depot tender, not for dealers.5
- Not published: distributor margins or commission, and payment terms (advance or credit). We found no credible source for them.
Fake “Nandini dealership” offers
The common patterns of these frauds are in our main guide.
Once you are appointed: what the work looks like
KMF’s ice-cream EOI shows what a Nandini wholesale dealer signs. The applicant declares:3
- Free delivery to every outlet in the allotted area: “We shall provide free delivery service to all outlets in the area allotted and shall not insist on clients to buy case-lot quantities.”3
- Selling at KMF’s prices only: “We undertake to sell to all the outlets and clients at prices prescribed by KMF from time to time and will not indulge in changing the price structure.”3
- No selling into other dealers’ areas; storing at the required temperature, and building storage as KMF directs.3
- Full coverage and reporting: “We guarantee that all outlets will be covered fully”, and sales statistics and market information whenever KMF asks.3
- The deal is “on principal to principal basis”. If the dealer breaks the terms, KMF may appoint another wholesale dealer or supply directly “without any reference/ compensation to us”.3
- KMF does not publish its ordering system, milk dispatch timings, crate deposits or leakage rules.
Questions people ask
Is there a fee to apply for a Nandini dealership?
No. KMF’s dealership page says: “There is no fee to apply. KMF never asks for money through agents, personal bank accounts or UPI.” A deposit can be part of the requirements KMF explains after reviewing your application; the amount is not published.
Can I become a Nandini distributor outside Karnataka?
You can apply on the same KMF form; applications from other states go to KMF’s expansion team. KMF also invites distributors by Expression of Interest, such as the September 2026 ice-cream EOI for Tamil Nadu, Kerala, Andhra Pradesh, Telangana, Goa and Maharashtra.
What documents did KMF ask from ice-cream distributors?
The September 2026 EOI asked for PAN, GST registration, FSSAI number, firm registration, bank account details, a passport photo, and details of your present business, storage capacity, vehicles and staff.
Is a KMF C&F agent the same as a Nandini distributor?
No. C&F (WC&FA) agents run KMF’s sales depots and are chosen by tender on the Karnataka Public Procurement portal, with earnest money of ₹1,10,000 to ₹5,00,000 per depot in the September 2026 tender.
