How to become a Hindustan Unilever (HUL) distributor
Hindustan Unilever (HUL) reaches more than 90 lakh shops through 3,500+ distributors.4 It has no website and no online process for appointing distributors: its Area Sales Manager looks for one when HUL needs to cover an area.2,1 Here are HUL’s own onboarding steps, what has been said about money, and the fakes HUL has named.

Start free for 60 daysHow HUL appoints distributors
HUL appoints a distributor when it needs one in an area, and its own people do the searching: “Depending on the Company’s requirement to supply products in a particular region or geography, the Company representatives i.e. Area Sales Manager will search for prospective distributors. This can happen via Newspaper advertisements OR face to face interactions.”1
- The network. 3,500+ distributors serve over 90 lakh outlets.4 At its 2024 Capital Markets Day HUL put them in 2,000+ towns, with 30 lakh stores covered directly, including stores served by Shakti entrepreneurs.6
- Who HUL bills. In 2025-26 HUL sold directly to 4,434 dealers and distributors, who took 63.8% of its sales.4
- How HUL describes the model. It calls its traditional trade model “kirana-centric, distributor-inclusive”, and says it directly services stores that sell over 69% of its relevant categories by value.5
- Shakti is separate. In villages HUL also works through Project Shakti, with 2 lakh+ women micro-entrepreneurs (“Shakti Ammas”).5 That is a separate programme; this article is about distributors.
How HUL appoints: its own published steps
The Area Sales Manager looks for distributors
Through newspaper advertisements or face-to-face meetings, and only where HUL needs to supply an area (quoted above).1
Meetings and a visit to your store
“Company representatives meet the Distributor, visit his store, have multiple rounds of meetings on field.”1
Verification by the regional office
“After this, a detailed verification process by the finance and legal team of the concerned HUL regional office is done.” HUL says all appointments follow “a detailed background check”.1
A legal agreement
“Next, the Distributor enters into legal agreement with the Company and distributorship is finalised.”1
Your 6-digit distributor code and IT set-up
“Once the verification and all steps listed above are completed, the Distributor receives a unique 6 digit code.” HUL’s IT team then sets up IT infrastructure at your premises and links you to its supply chain.1
Where to write or call. HUL’s contact page says: “If you're a distributor or retailer: Contact Customer Care at Levercare.
Our suggestion: since the process starts with HUL’s Area Sales Manager, write to Levercare.
What you need before you apply
No company in this series publishes a full document list. These are the registrations the law itself asks of a distributor, from the government’s own pages:
| Registration | When you need it | Where |
|---|---|---|
| GST | Once your turnover crosses ₹40 lakh (₹20 lakh in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Sikkim, Telangana, Tripura and Uttarakhand), or at once if you sell to another state. Without it you “can neither collect tax from [your] customers nor claim any input tax credit”, so a distributor supplying GST-registered shops registers. (GST Council) | gst.gov.in |
| FSSAI | For any food. From 1 April 2026: Registration up to ₹1.5 crore turnover, State licence ₹1.5–50 crore, Central licence above ₹50 crore. (FSSAI order, 13 Mar 2026) | foscos. |
| E-way bill | For each consignment over ₹50,000 moved by motor vehicle. Van sales to shops go on a delivery challan. (CBIC, e-way bill FAQ) | ewaybillgst. |
| E-invoice | Once your turnover crosses ₹5 crore, for bills to GST-registered shops. (CBIC Notification 10/2023) | Your billing software, through the GST e-invoice portal |
| Shop & Establishment | Set by each state. Example: Maharashtra registers places with 10 or more workers (Form A) and takes an intimation from smaller ones (Form F), with no fee. | Your state’s labour department |
| Udyam (MSME) | Optional and free. For traders its benefit is limited to priority-sector bank loans. (Ministry of MSME) | udyamregistration. |
FSSAI rules a distributor must follow
- Buy and sell food only from and to FSSAI licensed or registered businesses, and keep the records. (FSSAI licence conditions)
- Give a warranty in Form E on your bill or cash memo when you sell food to a shop.
- Licences and registrations issued from 1 April 2026 do not expire; the fee is still yearly, and you may pay several years at once. (FSSAI FAQ, 27 Mar 2026)
- On the application, tick every kind of business that applies: Distributor/
Supplier, Wholesale Trade, Storage/ Warehouse/ Cold Storage. - Fees: the last published table is ₹100 a year for registration and ₹2,000 for a State licence for traders. FSSAI said in March 2026 that fees were reduced, so check the amount on FoSCoS when you apply.
Distributor money: what HUL says and what was reported
- No fee of any kind. “The company does not require any fees, advance payment, royalty or refundable charges to be paid either online or through any cash transaction.”1
- Margins, as reported. HUL cut the fixed margin from 3.9% to 3.3% and raised the variable (performance) margin; for general trade distributors the variable margin went from 0.7% to 2%, Business Standard reported in Dec 2023. The conditions included delivering 60% of shops’ orders within 24 hours and getting shops to order on the Shikhar app. The paper said, citing a source, that the change was piloted in 100 ‘Bharat ke Shehar’ towns and that HUL planned it for all its distributors by the start of the next financial year.7 The same report said FMCG companies typically give fixed margins of 4-6%, and that the distributors’ federation AICPDF opposed the change.7 We could not confirm whether it was rolled out nationwide.
- Working capital. HUL’s 2025-26 annual report says it is “deeply focused on unlocking capital for our general trade distributors” by simplifying reverse logistics, taking slow-moving stock off distributors and replenishing more often.4
- Not published. HUL does not publish the investment needed, return on investment, or the credit and payment terms it gives distributors, and we found no credible report of them.
Fake “HUL distributorship” offers
The common patterns of these frauds are in our main guide.
Once you are appointed: what the work looks like
- Shikhar orders. Shops order HUL goods on HUL’s Shikhar app at any hour. It covers over 85% of HUL’s general trade business,4 with 14 lakh+ retailers onboarded by 2024-25.5 Orders are “fulfilled quickly and often delivered the next day”.9
- App orders first. Distributors used to deliver Shikhar orders on their weekly beat plan. HUL then gave them an incentive to serve those orders first, gave them route-planning technology, and pushed shops towards orders of ₹1,000 and more, ETBrandEquity reported in Feb 2023. Shops got an extra 1-2% for ordering on the app.8
- Salesman visits. In early 2023 HUL’s 21 lakh directly covered outlets were each visited at least four times a month. HUL’s salesmen use an app called Sales Edge, and the Shikhar ledger shows each shop’s orders, deliveries, damages and returns, ETBrandEquity reported.8
- Schemes and claims. Shikhar’s Google Play listing offers shops monthly schemes, a record of claims “categorized MOC wise”, barcode and voice ordering, bill payment through Ushop, and dispatch and delivery notifications.10
- HUL’s systems at your premises. HUL’s IT team sets these up once you get your code.1 HUL has run distributor systems since 2005, salesman handhelds since 2008 and Shikhar since 2019.6
- Shop credit. HUL has partnered with Indian banks and microfinance providers to give shops easier access to credit.9
