How to become a Cadbury distributor (Mondelez India)

Mondelez India, the Cadbury company, says it supports “3 million mom-and-pop stores” (30 lakh) through a “3rd party direct store delivery” route-to-market.1 It publishes no distributorship form or email: the only form on its India site is for consumer feedback.3 Here is what it does publish, and what is on record about how its distributors work.

How Mondelez India reaches shops

Mondelez India’s page on its business says: “Advanced operations and 3rd party direct store delivery route-to-market enable adaptable and quick responses to evolving demands”.1 In plain words: third parties, its distributors, deliver to the shops. In 2018 a company spokesperson told The Economic Times that Mondelez sells stock to its distributor partners, who sell to retailers, and books its revenue on what it sells to distributors.5

  • 30 lakh shops. Mondelez India says it supports “3 million mom-and-pop stores”, and that 20% of its sales come from modern trade and e-commerce.1
  • Direct and indirect. In June 2021 global chairman Dirk Van de Put said that of about 90 lakh food shops in India, Mondelez covered 17 lakh directly and 32 lakh indirectly “through wholesalers and distributors”, The Economic Times reported.6
  • Towns first, then villages. In June 2017 Business Standard reported “a rejig in dealership relationships” as Mondelez spread beyond city limits into suburbs and towns of 50,000+ people.7 In March 2023 MD Deepak Iyer said the company had supplied directly to over 2,00,000 villages the year before, Business Standard reported.8
  • Still adding shops. Mondelez added another 1,00,000 Indian stores in April–June 2026, The Economic Times (PTI) reported in Aug 2026.9

Its India page lists four regional sales branches under “Sales Offices”:2

The page lists these as sales offices. It does not say they take distributor applications.2

How to apply: what Mondelez India publishes

  1. Know that there is no distributor form

The “Contact Us” form on Mondelez India’s site is titled “consumer feedback”. It asks for a product’s batch code, bar code, packaged date and the shop’s name, and has no trade or distributorship option.3 The FAQ page gives consumer care, 1800227080 and Suggestions@mdlzindia.com, for product complaints, and has no question on distributorship.4

  2. Call the sales branch for your region

Our suggestion: the four branches above are the sales offices Mondelez India lists on mondelezinternational.com/india.2 Call the one for your region, ask who handles distributor appointments for your town, and ask for an email address to send your details to.

  3. Say exactly what you can run

Our suggestion: name your town and the areas you can cover; list the brands you distribute now, your godown address and size, how you keep chocolate cool in summer (Mondelez runs “end-to-end cold-chain systems” for its chocolates1), your vehicles, your GSTIN and FSSAI number, and how many shops you supply today.

What you need before you apply

No company in this series publishes a full document list. These are the registrations the law itself asks of a distributor, from the government’s own pages:

RegistrationWhen you need itWhere
GSTOnce your turnover crosses ₹40 lakh (₹20 lakh in Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Sikkim, Telangana, Tripura and Uttarakhand), or at once if you sell to another state. Without it you “can neither collect tax from [your] customers nor claim any input tax credit”, so a distributor supplying GST-registered shops registers. (GST Council)gst.gov.in
FSSAIFor any food. From 1 April 2026: Registration up to ₹1.5 crore turnover, State licence ₹1.5–50 crore, Central licence above ₹50 crore. (FSSAI order, 13 Mar 2026)foscos.fssai.gov.in
E-way billFor each consignment over ₹50,000 moved by motor vehicle. Van sales to shops go on a delivery challan. (CBIC, e-way bill FAQ)ewaybillgst.gov.in
E-invoiceOnce your turnover crosses ₹5 crore, for bills to GST-registered shops. (CBIC Notification 10/2023)Your billing software, through the GST e-invoice portal
Shop & EstablishmentSet by each state. Example: Maharashtra registers places with 10 or more workers (Form A) and takes an intimation from smaller ones (Form F), with no fee.Your state’s labour department
Udyam (MSME)Optional and free. For traders its benefit is limited to priority-sector bank loans. (Ministry of MSME)udyamregistration.gov.in

FSSAI rules a distributor must follow

  • Buy and sell food only from and to FSSAI licensed or registered businesses, and keep the records. (FSSAI licence conditions)
  • Give a warranty in Form E on your bill or cash memo when you sell food to a shop.
  • Licences and registrations issued from 1 April 2026 do not expire; the fee is still yearly, and you may pay several years at once. (FSSAI FAQ, 27 Mar 2026)
  • On the application, tick every kind of business that applies: Distributor/Supplier, Wholesale Trade, Storage/Warehouse/Cold Storage.
  • Fees: the last published table is ₹100 a year for registration and ₹2,000 for a State licence for traders. FSSAI said in March 2026 that fees were reduced, so check the amount on FoSCoS when you apply.

What is on record about distributor money

  • Stock is topped up for you. In April 2018 a Mondelez India spokesperson told The Economic Times: “We work on an auto replenishment mode”, meaning the company replenishes distributors’ stock itself.5 In September 2020 Maurizio Brusadelli, then Mondelez’s AMEA president, said distributors are supplied with tele-selling and automation “to understand the level of stock they have and what they should reorder”, The Economic Times reported.11
  • Days of stock. In June 2017 Business Standard reported that Mondelez India had cut its inventory cycle from 30 to 10 days, which freed distributors’ capital.7
  • A dispute on record. From 15 March 2018 the Gujarat Mondelez-Cadbury Distributors Forum stopped transacting with the company. Its distributors alleged they were made to bill dummy or unlicensed outlets and that payments were deducted. “Mondelez denied that it is coercing its trade partners to operate dummy accounts”, The Economic Times reported in Apr 2018.5
  • Margins, credit days and investment. Mondelez India does not publish them, and we found no credible report of them.

Fake “Cadbury distributorship” offers

The common patterns of these frauds are in our main guide.

Once you are appointed: what the work looks like

  • Chocolate needs cold. Mondelez says: “End-to-end cold-chain systems ensure that our chocolates remain fresh, despite India’s extreme climates”.1 It gives retail partners Visi-Coolers, temperature-controlled units for storing its chocolate,4 and Reuters reported in 2019 that it has given store owners free display coolers since the early 2000s.10 Our suggestion: keep a cool place in your godown and covered vans for the summer months.
  • More chillers in villages. In March 2023 Business Standard reported a ₹4,000 crore Mondelez India investment over 2023–2026 in factories, warehousing and route-to-market, including chillers and refrigerators for rural markets.8
  • Reorders by system. The 2018 and 2020 reports above describe distributor stock topped up by auto replenishment and automated stock checks, not only by your own orders.5,11
  • The company sees shop-level sales. Mondelez India says its sales functions are “Digitized”,1 and Reuters reported in 2019 that it has built a database mapping small stores and tracking how its products sell in them.10
